The governerors of this district and the Hinjaku District are cousins, very differerent, and according to Tadaji (mentioned in his memoirs of Shosuro Mukai) in a quiet war with one another.

This crescent-shaped segment of northwestern Otosan Uchi surrounds the Hinjaku District, cutting it off from the Miwaku Kabe and the Forbidden City. Unlike its neighbor, Hoize is rich and vibrant, funded by its many merchant quarters and the northern road into the Imperial City. 

Riverside wharves are well-maintained, and staffed with friendly (though shrewd) portmasters. The finest tracts of land house private estates (built far away from the crumbling Outer Wall), and merchant shops are well-stocked. Magistrates patrol the Hojize streets. Every inch of the district is precisely landscaped; trees, small gardens, and elegant waterways weave crisply between its buildings. The overall effect is stunning.
