The governors of this district and the Hojize District are cousins, very differerent, and according to Tadaji (mentioned in his memoirs of Shosuro Mukai) in a quiet war with one another.

There is not much to recommend the Hinjaku District to travelers. An industrial district, full of fisheries and crematoriums, with the rest of the ground occupied by mausoleums that were once the final resting places of great heroes, but now sit empty. During the Battle of Stolen Graves, most of those heroes were raised as zombies.
Most of the refugees of various wars and skirmishes who flock to Otosan Uchi in order to spend their last days near the Emperor end up here, where their bodies may easily be cremated once they pass.
