The Tsai district guards the eastern edge of the Imperial city, reaching out into the bay, but due to the natural currents and channels, has very few ports, and receives very little outside trade. A quiet district that has few tourist destinations or entertainments to draw outsiders, the Tsai district draws little attention from the rest of the city.
