Otosan Uchi is the center of legislature and politics within Rokugan, the jewel of the Emerald Empire. The allure of power brings thousands of Rokugani to the city every year. Most seek to increase both their own status and that of their family by performing great deeds in the capital, or by impressing the Emperor.
Their complex attempts to curry the Hantei’s favor have often been both transparent and time-consuming, and some speculate (most often in jest) that if the Emperor had to indulge every visitor to the capital, the Hantei would never sleep or eat. The constant deluge of requests and audiences would be ruinous, and the Empire would suffer as a result.
The Otomo’s answer to this problem is the Sentaku Tribunal, a collection of clan delegates who evaluate the requests of those who would enter the Forbidden City. The Sentaku serve as necessary filters between the average citizen of the Empire and Emperor Hantei. They ensure that only the most important issues draw the Imperial eye.
